Comments: Permit sales are limited in a first step to EU countries, until 2020. Thereafter other regions, which have biding commitments, join the market. CDMs are allowed up to 5% of commitments whereas permit purchases are limited to 50% of commitments, for each region. Until 2020 the market has a relatively small dimension. After 2020 China and India become main net sellers and USA and EU and Brazil are net buyers. In this scenario, the possibility to buy CDM credits reduces the demand for permits. In this scenario, only Germany is constrained by the limit on permit purchases.
